Del Mar City Council appoints McDowell to another term on the Finance Committee

The Del Mar City Council reappointed Steven McDowell to the Finance Committee for another three-year term that will start in September.

The reappointment was part of the council’s consent calendar on Aug. 18.

McDowell’s current term expires at the end of August. He and one other resident applied to be appointed to the new term.

“I have enjoyed serving my first term on the Finance Committee and would like to continue to serve with other members of our community that have the same shared desire to help our great city,” McDowell, who has a bachelor of science in finance from San Diego State University and an MBA from the University of San Diego, wrote in his citizen interest form. “My qualifications include over 25 years in various financial corporate leadership roles, serving on the Del Mar School District where I gained valuable experience in public governance, public financing and long range bond offerings. All skills I have put to use while on the board the last 4 years and skills I would like to continue to offer.”

McDowell, who has lived in Del Mar for more than 20 years, also serves on the city’s Measure Q Citizen Oversight Committee, which monitors how the city uses the funding from the Measure Q sales tax approved by voters.

The Finance Committee, which consists of five members who each serve three-year terms, advises the City Council on the budget and other financial trends.

The other applicant for the new term was Marcelo Penha, whose application says he has served as a budget analyst, budget and treasury manager, budget director and assistant director of finance over a 20-year career in finance. Penha has been a Del Mar resident since 2021
