The annual award, which was first given in 1990, recognizes Oceanside residents who have made significant contributions through their volunteer work to improve the community and the lives of its residents. The award is named in honor of King in recognition of his contributions to promote positive relationships between individuals, groups and cultures.

Any resident of the City of Oceanside or member of the U.S. Armed Forces stationed at Marine Corps Base Camp Pendleton can be nominated for the award. There are no restrictions on race, ethnicity, age or type of volunteer service.
